TM, OK, I've studied the pics above; and I see the GMT hand, I see the outer turning bezel...when you say there are three timezone indications, are you including the 'regular' hour hand? Or is there something else on top of all that? (Is it the inner beze...

You basically got it 24hr arrow hand set to fixed 24 hr chapter ring; set rotating bezel to 24hr arrow hand for second timezone, and regular hands for third. But if you want to get creative, you can use continuously running chrono 12 hour indicator as 4th...
