Swiss Made

What exactly is needed to get the Swiss Made "label" has always fascinating me. I see this question comes once in a while in the forum too. So I finally decided to do a quick search. Here is what I found, from the FHH (Federation de l'Industrie Horlogerie Suisse) website. (Wikipedia has a longer page but the basics come from FHH too).

The Swiss Made or Swiss "label" can be given only to Swiss watches. To be a Swiss watch it must be that

1) The movement is Swiss
2) The movement is cased up in Switzerland
3) The manufacturer carries out the final inspection in Switzerland.

The movement is Swiss when

1) It has been assembled in Switzerland
2) it has been inspected by the manufactures in Switzerland
3) the components of Swiss manufacture account for at least 50% of the total value without considering the assemblying costs


I read these lines over and over again and I am still puzzled. The definition, to me, is not complete, because the meaning of  Swiss manufacture (point 3) is left unexplained. At the end of the day, I see the defintion of Swiss made depending on the definition of Swiss manufacture, which brings back to the definition of Swiss made, at least in my mind.
